We can look after our own, we choose not to and 'invest' in other things, including making the country look good.

Key word is invest, governments tend to focus more on making money rather than looking after their people. By looking after other countries interests they also look after their own.

Humans tend to be reciprocal in nature, they only do things that benefit themselves but most aren't heartless enough to deny someone food if they had enough food to spare. In a financial based society it does make sense to let old people die off because they won't contribute anything financially to society any more, but in an ethics based society it makes sense that they have the right to live in comfort.

Also genetically, we do tend to look after those who are closest related to us, because they share our genes. So yes it would, from a biological point of view, make more sense to look after our own than others. But add to that the reciprocation element and you might see that it does not always benefit you to promote your own genetic type.

Maybe it's slightly to do with the fact that years of messing around with various regimes on the part of Europe and the West has had an influence on the politics and living conditions of the countries they are so desperately trying to escape as a result?
