I think for many women there's still a stigma around admitting to lots of sex partners.

That may be the case.

The report on this had a line that the figures could be adjusted by assuming women round down and men round up.

I always us this formula, take how many partners a man said he's had and half it, take however many partners a woman says she's had and multiply by 3.

Closer to the truth!
