"You will have at least two stop taps, one usually on the pavement outside your property. That stop tap is, as others have said, the responsibility of your local water company. The other is usually under the kitchen sink. Which stop tap have you found? If the internal one is faulty you will have to get a local plumber to fix it. He, or she, will be able to turn off the external stop tap in order to effect repairs. Hope this helps. A further tip, when the internal stop tap is fixed open it fully and then turn it back just a notch or 1/4 of a turn, that should ensure it doesn't seize up! when it is fixed you should turn on all your cold taps in turn to flush them out properly " . That is sounding about right,,, thank you

"Do they not have an valve on each pipe where the flexi joins the copper??? Saves turning off the main stop cock. " Before you start, if you electric immersion heater I would switch it off. Not sure about gas with combi-boilers and that sort of stuff. It may just be possible to shut off the feed to the cold and hot from inside if you a water tank in the roof. The valves mentioned in the previous post are the best bet if they`re there as they only need a quarter turn with a screwdriver to shut off! Don`t forget to turn any taps back on before turning water heaters back on!
