There are some sports in which competitors represent the UK and others where they represent their Home Nation. How do people feel about this? Should it be consistent? All UK or all Home Nation?

It's a personal choice for each individual competitor. Freedom of choice is something we shouldn't be taking away from someone.

As for football we had team GB in the olympics instead of separate home nations and we were still shite.

It's up to the individual competitor. Ruta Meilutyte the Lithuanian swimmer, was trained, schooled and has lived over here but still chooses to swim for her home nation. Which is fine as it is her choice.

I'm wondering whether it depends on the competition than the competitors choice. Whether the home nations are registered or whether it's the UK.

I think the OP means should sportspeople represent Great Britain, or England/Scotland/Wales - and in this case I think it's less to do with the individual's choice than the way their particular sport is governed. For instance in football each of the countries in the UK has its own separate FA (governing body). Whereas in athletics the governing body covers the whole of the UK.

it seems logical that you would get a better team if it were taken from the whole of the U.K., a bigger pool of talent to put into one team.

I think depending on the sport and/or also the event I don't see anything wrong with the current practice. Elite pro swimmers often compete in smaller events against other counties or 'home nations' as the OP states, yet will all get together as in the case of team GB when attending events such as the worlds or the Olympics. Looking at the whole country does give one a bigger pool of talent to choose from for the aforementioned events. This system is also adopted in other countries to, America and Australia for sure. Cycling is similar in its approach to.

Personally I think we should have a national team to represent the UK in all sports, but this will not happen because there is too much money and power tied up in having 4 governing bodies overseeing 4 mediocre teams rather than 1 good team and 1 governing body.

I think you'll find lottery money subsidises both competitors and the building/development of facilities. But it won't subsidise a loss making facility and I don't see why it should

That'll be the National Lottery that was launched with the proviso that it will never support "people" but will support good causes?

I assume then that you don't consider the 90% of athletes who don't win medals, let alone reach finals, to be a "loss making" entity?
