Just put a 2 in every box apart from three random 1s. You won't be asked to justify anything.

"Supervision" is sufficient to reduce any risks to acceptable.

Unfortunately, this is an academic exercise so I have to justify everything.

Were it a practical exercise I could totally wing it.

Anyway, I've had lunch and am just waiting for the cats to go back to sleep so I can have some peace to work.
