Perhaps you should go to the gum clinic and get some advice there. If you are both clean (get tested to be sure) and monogamous then yes it's safer but never 100% safe. The only safe sex is no sex.

If 2 individuals have no diseases that are infectious, then any sex should be safe, subject to physical injuries.

Testing does not often find the disease, but the body's reaction to having had an association with it. As such, there is usually a delay between an infection entering the body and a test's ability to provide indications that the person has had that infection/still has the infection. Not all tests are 100% accurate, and the period in which someone may be infectious, but not detectable by tests varies by disease. Typically expect a 3 month window, where there has been no sexual activity with others, or contact with an STI, before there is possibility to say that someone does not carry the infection. Still subject to the reliability rate of the tests though.

If you're in a relationship based on trust that is monogamous, then it's each of our own decisions upon whether to include what is riskier sexual behaviour. The more one or both has sex with other people outside of the core relationship, the greater the potential for infection, and thus for bareback to infect their partners.

If it's a brand new relationship, I'd suggest waiting for a while, see if it lasts and how much you both trust each other to not be having riskier sex with other partners, after waiting the 3 months period, following a negative test result,

There are new drug prescribing options now, Pre-Exposure Prophylaxis is a preventative method, whereby people who are not infected with hiv take medication that offers increased potential to stay hiv negative, even if exposed to hiv, such as via bareback sex.

People can start and stop this therapy at any point, but it's a new programme and so it doesn't have years of experience behind it. It's worth knowing about if you have sex with people in riskier situations. I don't take it, but have heard about it and the internet has some info.
