Ok, I don't know for a fact that it's the most misused, misunderstood Shakespearean quote, but that's my sense of it.

Lead on McDuff comes a close 2nd - it's not even the right words and is usually used in a totally inappropriate way, but I'll let those interested enough to find out the detail, to research it themselves

It's true. Anyone who has studied the language of the play knows it. In context it cannot possibly mean 'where'. It makes no sense. 'Why' makes total sense in the context of what she says.
