Keeping scrap metal in the back garden

My neighbour is a girder of scrap, being paid to remove it from wherever then dumps it in his own back garden, as well as scrap metal he has car batteries as well, environment agency don't seem bothered by this as I've complained a few times and nothing has been done, his garden both from and back look like scrap yards, making it impossible for us to sell, and yes people as well as myself have asked him to clean it up as it's an eye sore but he just doesn't care what anyone says, a neighbour from hell you might say.

Have you contacted your local council and environmental health department? The car batteries are a major concern, I'd also worry about things like fridges and freezers because of the refrigerant gases.

Does he own the house or is it rented?

Not if he doesn't have a license to store scrap and a waste transfer license for when he's collecting it.

He's a gypo himself, and he does own the home, the wall climber on the front of the house has actually started to grow inside the window I kid you not, and has no pride in his appearance whatsoever, looks a proper steptoe.
