Actually, I do think it is partly about being able to get the pack calorie levels to be comparable to the "healthy" snack bars. When I see a two finger KitKat is 111 calories (something like that, I can't remember the exact figure) and I see a health bar is 120 calories it makes it easier to justify the KitKat.

Kitkats probably have less salt and sugar than a 'healthy' bar.

This was a trick that Walkers pulled with their lower fat crisps. They were infact exactly the same crisps as their normal packs they just put less in. Two or three grams if memory serves.
