Do you finally retaliate?

Do you keep 'turning a blind eye' or is there a moment when you seek revenge for others actions directed towards you?

Sometimes it better to preempt the situation and remove yourself from the area of conflict. No one should be walked over but reacting doesn't always make you feel better.

Here lies the problem. Year after year of continual stirring and making trouble, even though we stay away and don't rise to the bait. But they keep going.

So again, when is enough enough?

When they split family, forced us to move home, had social services and the police to our door, spread our private lives everywhere?

We are very tolerant people and walk away from conflict but surely in everyone there comes a point where you think "ok, if you can dish it out let's see what you can take?"

Well I understand your frustration you need to do things by the book, record everything and report to correct authorities etc...those will see what is the truth from the lies...snoop to their level and they will play the victim and you the bad guy so roles would be reversed...people who play the victim card when they are the perpetrators of shit do not fair well in my book but sometimes reacting can land you in hot water rather than them.
