Nip out the tips of the tallest shoots. The plant concentrates its growth there and if it's gone it will encourage growth on other shoots and become bushier.

I'm surprised you managed to keep one going long enough for it to get woody! I would take cuttings and then cut right back, slugs love them though, careful where you plant them
