Its a combination of things I think.

The danger (of getting caught) which heightens the excitement, the power / control aspect, the 'claiming' of something which (morally) is not yours to 'claim', a predatory instinct to mate, one-upmanship.

However, it takes two to do something like this - so its as much the woman 'responsibility' as it is the mans. You have to look at the drivers behind what makes a woman want to do this in order to understand the full picture I think.
