With a playmate then its oral as I always use condoms and there is no skin on skin. But with long term partners it has been always penetration with eye contact or hearing his breath on my neck if its from behind. Add in kissing like some have said and penetration wins by a mile.

I look upon any woman I've ever had sex with or made love to as 'my' woman, even though they've all long moved onto to other relationships. I feel a bond with them that I don't with women I haven't had sex with, so on that basis I'd say penetration has to be the more intimate.

I think maybe some people just took the context of the OP's question in the swinging sense. There is far more to intimacy than a single sex act, and yes I agree that marital or relationship intimacy is so much more than anything that happens while playing. Well as its a two item choice i would say oral is most the one your most exposed to but as the word intimate is associated with "Innermost; inward; internal" i would have to go with penetrative sex.

Real intimacy has to do with emotions and feelings, besides the physical.
