Why do so many people set profile pic but not set it also to public ?

I'm getting fed up with all the blooming let downs when I go researching

sometimes i forget whats public and whats not.. but yeah it 'irks' me a tad.

Some pictures dont translate well as avatars and i often think 'wtf is that?!' go in for a closer inspection to find the pictures not there

I like to think of the avatar pics that you don't use in your gallery, as being like the cake samples in bakeries.

It doesn't really bother me because most profile pics do not show you what the person looks like anyway. It surprises me because I'd think attraction would play a large part on a site like this.....
