in places like Spain, Portugal and Greece are apparently claiming their winter fuel payments from the Government.

£14 million could end up going abroad to pay for this.

Should it be allowed???

I can understand expats claiming their pension because they've paid into it, but the winter fuel payment I'm not so sure about.

To the best of my understanding the fuel payment is a one off payment to ease the hardship of keeping a home warm during the cold spell

Hardship is the key word here

This came up a couple of years ago and they interviwed one couple who said, "It does get cold here too, we feel the cold just as much compared to summer temperatures"

Awwwww bless

Expats can still vote in UK elections. Worth remembering is that.
