My mother had a poodle that she named Nigger. Also Guy Gibson's dog (Dambusters) was named nigger. It wasn't a racist thing, but simply based on the fact that the dogs were totally black.

If a Welsh person is called Taffy or a Scots man Jock, could that be regarded as a racist statement and would the Police thoroughly investigate in the way they would investigate a racist remark such as Paki?

Your comparison is a wee silly since Taffy, Jock, John and Paddy are not races but common names. My father called every man he came across as John if he didnt know them, whereas today we tend to say mate.

A better comparison would be Pommies and Frogs.
