Karma isn't a straight swap. Your good for someone else might never be returned to you by them. It may come back to you in another way, if your intent really was good. Doing something good in order to get something good back from that person is not a pure intent.

The bad that someone does to you won't have Karma 'allowing' you to do something bad back to them. The 'Karma is a bitch' thought is that something no one expected happened to the 'bad' person.

Getting all Greek instead of Buddhist now, the gods punish hubris. Back to Karma, it can't be good for yours to enjoy the knowledge of the 'bad' person getting their comeuppance. That makes for bad intent and 'bad' Karma in you.
