question for film buffs

little house on the praire

I can't remember anything about the film apart from it was set in the not to distant future and there is a scene where someone is sitting/sleeping in the stairway of some flats surrounded by rubbish. Not much to go on I know but if I know you lot someone will know it, i would say its at least 10 years old
