no idea about trousers but in the olden olden days ( when you were a teenager ) knickers came in two separate legs which were then tied round the waists.

nice warm thighs and an open crotch

The net seems to think it originates from the days when there were two seperate pieces laced together.

The 'two bits joined together' also explains tweezers, pliers, shears and so on.

Probably because you have to insert your two legs into a pair of holes a bit of DP and all that....
