If anyone asks you to download an app or go to another website to “chat” then it’s a scam.

That’s clearly not true. You can’t swap videos, gifs, pictures or links in here. You can’t have a voice call or a cam call either. Moving somewhere else is the best way to prove you’re talking to a genuine person and not a catfish. I’m more wary of someone who won’t.
