Like you fuck but then they make excuses not to fuck. (That’s a very blunt statement to give an explanation but in reality it’s more nuanced than that)

I would say a lot depends whether it's a long-standing play partner or someone you have just met. If it's a long-term play partner, and you don't want to end the arrangement, talk to them and reinforce the boundaries. Also state that, if they continue to push the boundaries/try to change agreed dynamics without talking to you first, your arrangement would end.

If it's a random/first meet or not a regular, all is going to depend on how you feel on the day. Don't get forced into doing something you don't want to do, something that they are trying to force you to do. I have been known to end arrangements with people who tried to push my boundaries and change our dynamics.
