As with most things, depends on the context and intent.

Deliberately omitting details is technically an obstruction of truth. how bad depends on the importance of the omitted details i guess.

Howard did not give a direct answer, instead repeatedly saying that he "did not overrule him", and ignoring the "threaten" part of the question

Totally agree. I have worked in sales and omitting things can be classed as misselling as the customer can be left with the wrong impression of something.

Omission isn't lying but it is deceitful. Hence why, in court, the oath is worded as promising to tell the WHOLE truth.
