I am looking for a product which apparently can remove a thin layer on the exterior (pva) windowsills so that they look brand new...

Cannot find this product anywhere!

Is a PVA mould release agent the same? I'm sure it is a spray on and wipe product

I don’t think mould release will work - that’s a kind of wax to make it easier to separate the part from the mould when it’s manufactured.

As said, a solvent cleaner will take off the oxidised top layer and clean it up.
