Personally I don't think anyone can but I'd say a man would be less likely to get away with it than a woman.

I don't really want to see anyone's bum when I'm listening to my Val McDermid by the pool but I wouldn't complain about it either

I think as a rule anyone should wear what they want as long as they aren't making people unnecessarily uncomfortable. That goes for everyone
