He made those poor, innocent little Hobbits undertake the perilous (and bloody lengthy!) journey whilst likely thousands of lives were lost in ensuing battles all over Middle Earth which could have been completely avoided  | |||

Elrond would only accept Arwen's betrothal to Aragorn if/when Aragorn would become king of both Gondor and Arnor. During the War of the Ring the outcome of Sauron's defeat was still unclear, hence his reticence. | |||
