Maybe they like to do random things on the internet, knowing it will frustrate someone whom isn’t affected in any way. A hobby as it were.

Maybe they are signalling to someone or people they already know.

Maybe it’s a spy. The meeting is actually a coded signal to drop off the briefcase.
