9 - nine

then

10 - ten

11 - eleven ..

Not

10 - one Ty

11 - onety one through to ..

19 - onety nine.

Because in days long ago, most people didn't need to count very far and there was no need to have a system that repeated itself.

Lots of European languages have a distinct word for each number up until a dozen or perhaps mid teens. It's only after that the numbers become "standardised."
