Some people would love to be flashed - and those who want to flash are aware of this. It's a bit like wolf whistling. Whenever that comes up as a debate there will be a bunch of people who think it's morally wrong and tantamount to sexual assault and some who actually enjoy being on the recieving end. The reality is everyone has an opinion that will sit somewhere on a spectrum between "I think it's ok to walk down the street with my ankles showing" to there's nothing wrong with sitting on a park bench having a wank. Everyone will then maintain that where they draw the line is the only correct place, anyone with a less lenient opinion is up their own arse and a right party pooper and anyone with a more lenient opinion is a pervert who should be tarred and feathered. Moral outrage is a strange thing, it completely overrides rational thought. Debates like this are important, somewhere across the spectrum will be the line that is agreed to be socially acceptable at this moment in time. The debates need to continue though because, without the slightest shadow of a doubt, that line will slowly wander back and fore. We laugh at the Victorians and their insistence that table legs needed to be covered, we react in horror at the Greek and Ottoman practice of adult men having sexual relationships with boys. Nobody knows what society will deem acceptable in 100 years but ask anyone now and they will be adamant that their opinion on a whole range of issues is a moral absolute and all other societal norms, past and future are utterly wrong. "The staff here seem obsessed with decency. When a person with dementia wants to sit in pants and a top (so not naked at all) with the bed covers off, they're constantly told to cover up. I was challenged for sitting in a pair of shorts and a top and was suggested to cover my legs with a blanket. If, on an all female ward, these things are indecent, then god knows where to start with the original question. The law says you cannot do something likely to cause alarm or distress or intended to harass. The problem is, one person's alarm/distress is different to the next person's. I would suggest not doing anything sexual that could be seen in "proper" public, i.e. in parks, woods etc. and keep it for consenting public places like, club events.
