Is anyone aware of the essential car user allowance that local government agencies pay? Namely a housing association

In what regards? They would tell you the rate, and you would just submit your milage, and be reimbursed each month.

In the regards you get a set “fee” to use your own car pet month.

Milage would be a seperate payment

You've possibly got a benefit from being able to discuss this with your union representative. The HMRC and local authority equivalent employers, have recognised methodologies for assessments of costs and reimbursement rates and how tax is applied.
