i am thinking magic mushrooms are consumed in there planning meetings

Yeah that was the tactic I used when I took my driving test there. Seemed to work. Everyone gave way to me....

The council outsourced the work to a private contractor and have justified the mistake by saying the contractor may have thought cars might try and access the alley.
