I very much doubt it. Generally VPNs (if you pay for a premium version) will allow you to choose a country to route through (so for example although I’m currently in Cyprus the BBC thinks I’m in the UK to watch MOTD) but I have never seen anything so specific to geo locate you to a specific place.
