i can not understand how a guy with his own profile can upload pictures of females ???

i have taken pics that may only have a glimpse of the ladies face and it gets declined

how is this possible ???

To the OP, as you have found out womens pics on their own are not allowed on a males profile. If you report any you have seen on other profiles they will be removed.

Thousands of pics are moderated every day, as it is humans moderating them there are bound to be some mistakes, but in relation to the amount that is moderated the % is very small.
