Interestingly enough, the muir land of moor land in England is managed to promote the grouse

It’s a bit like hare coursing (which is now banned ) the big hare coursing estates promoted the perfect habitat for hares ensuring a healthy breeding population

Once band the estate’s couldn’t manage the grounds in this way and the hare declined !

Moral of the story politicians should stay out of the country side if they don’t understand it
