oh look, there is a brand new car, abandoned, with the keys in the ignition.....perfectly normal occurance, nothing dodgy in that....i'm gonna jump in and steal it

It does sound silly and appear that it would be obvious. Though these people aren't thinking in the front of their minds - omg this must be a set up. They are just taking the opportunity that has been presented to them. If they are accustomed to stealing cars then seeing keys in the ignition would make it their lucky day.

People wouldn't commit crimes if they were truely worried about being caught.
