Might be a controversial topic but is it right that a transvestite and transsexual are the same category

I mean I just wonder someone who fully transitioned or even partially is this even remotely close to someone who dresses up as another gender

I mean this doesn't affect me personally just curious on peoples thoughts, I mean no offense to anyone it's a genuine question
