You can be quietly confident without having to announce it all the time.

When someone has to reinforce that they are nice, genuine or kind it often means they are projecting a different image.

When someone has to reinforce that they are confident it's often a sign of insecurity and they need others to acknowledge their confidence.

That is often perceived as arrogance.
