Burglar Given Food and Blankets

A burglar in Ipswich, where tractors are the main mode of transport, hid on the roof above a jewellery shop and while trying to talk him down in wet conditions, the Chief of Poice's men gave him food and blankets. Tom would have starved the bugger and hosed him with cold water. What's going on here? It's all over the news
