My guess is that for a cross dresser, dressing up in sexy clothes is a hobby. For most cis women, wearing underwear etc is just a thing you have to do.

Because you're comparing a small specific sample to a large and mostly irrelevant sample and taking the average.

Compared to women who actually enjoy dressing up that way, there'll be a lot less variance.

Personally I love that shit. I have more sex clothes than I do outside in general public clothes. I could give any crossdressers wardrobe a run for their money.
