Reports that the Vagrancy Act is being used to arrest or move on homeless beggers and the Chief of Police for Liverpool have used it the most. This is Tom's take on it. Reports also say that this law was brought in after the Napoleonic Wars when homelessness surged often because returning soldiers had nowhere to go. So England is no further forward than in Napolean times. It's 2024 guys. What's going on here? It's all over the news
