Trouble with Android phone

Hi people, I hope you can help me. I have a samsung android phone, and for some reason it will not accept incoming calls from withheld numbers. I don't even get a message saying call from withheld/private number. Apparently the caller gets a message saying unavailable or can't accept your call. Is there an IDIOT PROOF way to rectify this problem, I've looked through my settings, but can't see an explanation there.

Blocked numbers

Toggle between block calls from unknown numbers or allow

My daughters school comes up as withheld. As do the dentist and hospital calls.

Open your keypad and tap on the three dots on the top right.

Open settings, tap on block numbers.
