I'm actually looking for colleges that are good for studying in USA with respect to IT background and have a good ROI, there is a lot of diverse crowd in here so this is probably one of the judgment free space to ask for, I'm looking for masters it IT and later settling there full time

The crowd you'll find here is predominantly UK based, so I don't know how much it'll translate.

It might be worth asking Indian expat communities in the US, or those who've returned - they'd have insight into things that we might not.

I'd look at the makeup of the surrounding area of the university in terms of where you'd want to live; employment statistics; the specialisms of the particular academic department and how that translates into potential job opportunities/ your skill set - stuff like that.

One of the known unknowns is immigration policies moving forward - how might political shifts within the US alter your likelihood of being able to settle long term?

As others pointed out, I don't think you will get any great advise here. One, it's predominantly UK crowd. Two, the question you asked probably has a complex answer and requires a lot of research, something which most people won't do.
