I would replace that with three years of learning a trade ie plumbing/building/electrician as it would be far more productive and at the end of the term, the person would always have a trade for life to fall back on regardless of life choices.

Sounds utterly terrible and a waste of time for most kids, let alone the poor armed forces personnel who have to deal with a bunch of kids who don't want to be there.
