Generally no, plus I'd find the seam of the tights and the shoe rubbing uncomfortable. You can get tights that have like a thong bit like a flip flop so you can wear tights and open toe shoes.

I'm not sure if it's fashionable or not, that doesn't really bother me, but personally I love to see tights worn with open toe shoes, the nylon covered toes peeping out is very sexy in my opinion
