Me and my neighbours are having occasional loitering problem atm, and we are talking about taking it in turns to address them (even on the same day)... ie so no one person has to do/ or say too much etc.

Go early morning. Not only is there no one around but it'll also help your mood for the rest of the day. I used to walk a few miles at around 5am, always felt pretty good all all day afterwards
