"The largest part of our water bill is for the treatment of our waste water. They are not treating my waste, just dumping it in a river. What are the moral and or legal grounds for withholding this part of my bill until they begin to treat my waste water? Anyone else think this idea has legs? Thanks P" Whilst I fully understand your frustration at the situation, they are taking your sewage, if they weren’t taking it you would have to pay for a septic system (if you can gain permission) that would be costing you and there would be the cost of someone emptying it periodically. In summary, they are providing a service to dispose of your sewage and can charge you for that.

"Better if they held the CEO's criminally liable than the paltry fines issued to the company - then you'd see change " I think this is the only way to see change. If we as individuals could be prosecuted pouring effluent into a river then it only seems sensible for CEOs to be prosecuted for permitting their company to do the same.

" I have a septic tank, my water bill has dropped by about £350 per year from when I was on mains sewerage. If I capsule tap in to the local spring down the road, I’d happily fuck them off completely
