What video app can I use to filter/blank/censor peoples faces?

There are a number on a pc on a phone you are pretty limited and it's time consuming. Plus it is never 100% safe, some times people can reverse the blurring effect. Best way I've found now is to either don't get peoples face, not always possible, or wear masks, hoods.
