It means I don't want people triangulating my location from the distance on here, so mine is usually set up to read not where I am.

The whose near is based off your GPS location. The local updates is based off your postcode on your profile settings.

If someone doesn't have their mobile location on you'll get distance to your postcode. If you don't have mobile location on you'll get distance from your postcode.
