On the mains cable coming into my house, ware the cable goes into the main fuse, i have a some tar like black substance dripping out off either the fuse holder or the actual cable, not a lot but i do have to have a little clean up now and then, should i call and report this to either, my energy provider, or would it be the DNO ?

It’s before the meter then it’s the responsibility of your provider. I would report it immediately. I think you can call 105

Sounds like the cable compound and lose connection which is why it's melting.

Call and get it looked at before it gets worse and possibly starts a fire

yes they have been out, and checked the connections are OK, they opened up the fuse holder, and all is OK, he said it's all looking good, the tar might just be from the entry point of the cable, they use a putty to seal up the hole around the cable, so might just be a little bit coming from there.

He said i did the right thing getting it checked, if you ever have this problem you should get it inspected, because it can be a sign of over heating, which could be from a loose conection.

Call UKPN UK Power Networks this will melt and get worse they will come and sort this out free. The part you are describing is called the cut out or head.

If you have a 60amp supply you can request an up grade to 100amp at the moment it's free for 95% of installations

Quite common. You did the right thing by calling the DNO which will be west mids energy. That black stuff that's coming out is called bitumen. Bitumen can leak if its too hot but sometimes if you live in a hill/slope sometimes you do get it from the mains comming in. Can be sticky and when it's cold it goes very hard. I'm just hoping it wasn't a lot cause that stuff can be a pain to get rid of from the carpet. I'm surprised the person didn't book it for it to be change to the new style cut out.
