When it says mobile location is within x amount of miles does this mean from your postcode or your Wi-Fi/phone location?

Yep first distance is between stated postcodes and second distance is "Using your mobile GPS" (it literally says so ) and only appears when both accounts have "who's near" feature switched on.

x amount is geographical difference in miles between your postcode and others

The difference in location is dependent upon your cell phone, if you allow Fab to know where you are (when searching for who’s local), the site will use the GPS location via your phone and compare that to other GPS locations.

This is why you can have two different numbers!

Our who's near is always off so don't understand why it can say 10 miles away then mobile distance 2miles etc

It isn't always particularly accurate. Occasionally I have seen someone less than a mile which make them in fields (not beyond the realms of possibilities but unlikely). I have mailed them to ask if they could give a rough location where they were, they were usually 3 miles away at least.
