A thing to remember is that the actions themselves don't tell what is happening - it's about desires, dynamics, and how each person defines themselves and the experience. So in your example the watching-only male partner could be a stag, a Dom, a voyeur, a cuckold (cos yeah cuckolding is also done to spec for the enjoyment of the cuckold), and possibly combinations of these.

Some people like to play in certain ways and formalise what eg. cuckolding means to them, there can be very rich protocol, and there are a few sources you learn more about this if it appeals. In general though many many swinging people get off on their partner's sex activity with others without engaging in hotwifing, or cuckolding. So don't feel you have to define what you do or want to do in these particular terms.

Probably comes down to the balance of sexual power. A Cuckold scenario has the balance of sexual power firmly in the woman’s control and will usually include some form of denial or submission (cock caged, required to stay in the spare room or ‘forced’ to watch, bi-oral, cleanup etc.) and is sometimes regarded / treated as being inferior to the Bull / Lover / Boyfriend. Cuckolding indicates there is a level of humiliation of the 'husband' by the 'wife'. They can be present or not but either way the 'husband' is denied the sexual or other attention the 'wife' openly flaunts and gives freely to others. Usually telling the 'husband' how pathetic he is.

Hotwifing there is no humiliation of the husband. He just might not be as sexual as the wife or it might add to their sex life. He might have some physical or other issues that prevent him from doing everything she might want and supports her by encouraging and supplying that elsewhere.
